Enhanced Tribal Card (ETC) Program
The Qagan Tayagungin Tribe has been working on an exciting project that will benefit our citizens. We have partnered with Sacred Path, a consulting service program working out of the Pascua Yaqui Tribe in Arizona. We worked with Sacred Path to start up an Enhanced Tribal Card Program for our citizens. This will not only bring the Tribe up-to-date with our Tribal IDs but will benefit Tribal citizens with many issues regarding travel.
What is an Enhanced Tribal Card (ETC)?
An Enhanced Tribal Card is a Tribal ID that is custom designed by the tribe itself utilizing laser engraving technology and security features. They honor the culture and values of each Tribal Nation. The Enhanced Tribal Card is also WHTI approved. What does that mean? WHTI-approved (Western Hemisphere Travel Initiative) means that citizens can travel between the the U.S. by land or sea from Canada, Mexico, the Caribbean, or Bermuda.
What will I need to get my ETC?
To apply for a Qagan Tayagungin Tribe ETC, the process will be similar to applying for your RealID. You will need to be an enrolled citizen of QTT, be able to come to our office in person, participate in a short one-on-one interview, and supply required original documents.
Documents you would need include:
- birth certificate,
- state issued id/drivers license,
- QTT tribal id,
- social security card,
- and your passport if available.
When will the ETC Program be available?
Staff from Sacred Path traveled to Sand Point in July 2026 to begin training QTT staff on how to process applications. After training we will create a schedule for citizens to do their applications and interviews for their Enhanced Tribal Card by appointment!
Will the ETC be free?
Your first ETC will be free. Citizens can only receive three replacements in an 8 year time period and each replacement will have a fee. Senior citizens and children will have a discounted price.
Will my ETC expire or will I have to renew it?
Yes, you will need to renew your ETC every 8 years. Children will need to renew their photo every 5 years. Just like you would with the DMV, a replacement would be required if you change your name or change your address. Fees for these changes and for renewals will be waived.
Do the cards get printed in Sand Point/how long does it take to get my card?
No, the cards get printed in Arizona. The office staff accepts your application and does an interview process. After, obtaining the citizens documents and application the staff sends the information to Sacred Path. Cards are produced and mailed back to QTT and inspected by QTT staff. After ensuring that the card has correct information on it the cards are then either available for pickup or ready to be mailed to the citizen.This process could take up to 2 weeks.
Will you still provide regular Tribal IDs?
Yes, we will still provide regular Tribal IDs for citizens. We encourage citizens to come to the office and apply for an ETC but understand that out of town citizens may not be able to travel and local citizens may be under a time restraint.
*At this time citizens can only apply for an ETC by physically coming to the QTT Office to apply. We are working on how to accommodate citizens who live out of town.*
