Red Cove Road
The Qagan Tayagungin Tribe has entered into a 638 self determination contract with the United States of America, Department of the Interior, Bureau of Indian Affairs for the reconstruction of Red Cove Extension located in Sand Point, Alaska. The engineering for this project was completed, and the project went out for bid. However, the lowest bid which came in for this project came in over a million dollars over budget.
The Qagan Tayagungin Tribe has been working with the City of Sand Point regarding a reduction in scope of this project to address safety issues identified with the current location of the road. In doing this, we've asked the Bureau of Indian Affairs and the Federal Highway Administration if there were any cost savings due to the reduction in scope, if it could be applied to the paving of the Boat Harbor Road. We've been given the go ahead to proceed with this.
On May 13, 2014 the Sand Point City Council approved an Memorandum Of Agreement with the Qagan Tayagungin Tribe to accept a reduced scope, as long as any cost savings recognized by the reduced scope would be used to help pave the Boat Harbor Road.
June 3, 2014 the Request for Proposal for this project was released (see document attached).
